Watchmaker's tool

Watchmaker's tool of unknown purpose - more information required. It appears to be a cutter or punch of some sort. When the sprung handles are pressed together, a narrow pointed bar slides underneath a plate on the other side. The plate is pierced with two holes of different sizes.
